ICT

ICT

ICT, is often used as a synonym for information technology (IT) but is usually a more general term that stresses the role of communications (telephone lines and wireless signals) in modern information technology.
ICT consists of all technical means used to handle information and aid communication, including both computer and network hardware as well as necessary software. In other words, ICT consists of IT as well as telephony, broadcast media, and all types of audio and video processing and transmission. The expression was first used in 1997 in a report by Dennis Stevenson to the UK government and promoted by the new National Curriculum documents for the UK in 2000.

Human Digital Solidarity Charter signed in Tunisia

On the occasion of the 5th “ICT 4 all forum Tunis+5”, in support to the call by First Lady, Mrs. Leila Ben Ali, President of the Arab Women Organization , at the World Information Technology Forum held in august 2009 in Hanoi (Vietnam), A human digital solidarity charter was signed on Wednesday in Tunis.

The Charter was signed by the Arab Women Organization, the International Federation for Information processing, ASBU, ALECSO, the Arab organization of ICTs, ISESCO, the Arab Family Organization and DAISY Consortium.

The Charter’s objectives consist mainly in setting up an Arab and international co-operation space to fight against the digital gap between the North and the South, securing a greater balance to benefit from the fruits of technological progress through a fairer utilization of communication technologies based on solidarity between all the parties concerned.

The proposal of Tunisia’s First Lady proceeds from awareness that ”the sought-after international information society is a society that provides the same opportunities for all to access digital information and communication networks and makes room for the promotion of mankind through commitment to the principles of justice, gender equality, solidarity and tolerance and sustained dialogue between cultures”.

The charter includes a detailed analysis of the general framework of the First Lady’s proposal and highlights the imbalance between the different social classes resulting from the digital gap, from which the need to establish a new conception of social issues such as notably the eradication of poverty, the situation of women, the role of youths and the expectations of categories with specific needs.

The proposition of Tunisia’s First Lady is in line with the efforts made at Arab and international levels to fulfill the objectives of the millennium in matters of development, updating of results and recommendations of the second phase of the World Summit on the Information Society (Tunis, 2005) and notably ”the commitment of Tunis and the “agenda of Tunis”, not to mention the proclamation of 2010 as international youth year.

A call was launched on the occasion to governments, civil society components and the private sector to support this Charter
